edit scale, import images... I can't use it yet.
so I got milkshape tutorial but it's not easy and complex model making.

well you have to learn it, go through the tutorials over and over untill you master it.

well, modeling is no "im gona model a new marine, weee 5 minute job READY!"... its complex work taking days sometimes weeks. if you dont plan to invest much learning and practicing time into it, just quit it becouse you will have no fun with it.
I don't have milkshape installed anymore, so i can't give a proper tutorial of how to do it, but i'm sure someone that has it installed can spend all of 2 minutes writing a quick one and NOT acting like a self-important arsehold.

Bingo, exactly what bast uses.
It's quite literally 2 faces, textured with the image he attached, set to be rendered additive. It's really not hard.
Admittedly, it might actually be better to decompile an existing sign model and recompile it with a new texture (to avoid HLMV giving errors about texture dimensions), and you might need to modify your texture with black bars at the top/bottom or left/right, to stop it stretching.
That's about as zero-effort as you're going to get with this one.
