"lag"-esque Issues In 3.0 Beta 2

Hi all.

I recently have installed 3.0 beta 2. Now when I join a game, regardless of where I'm at in the game, every minute or two my framerate drops to ~5 FPS. It stays this way for a good 15-20 seconds then everything speeds back up again for another minute or two.

I tried changing some basic settings to see if it was a more specific problem, but that didn't help. (changing resolution, EAX/sound setings, turned off voice, etc)

This seems to be independent of the server or other players around me. beta 1 worked fine and I haven't changed anything (other than troubleshooting stuff metioned above) since then. Any ideas? Thanks in advance.

Edit:

I'm under windows XP, 512 Megs RAM on a 2.0 Ghz athlon with a cable modem, if that makes a difference.

    After doing a lot of searching I found the problem -- If I disable the QOS manager in the network settings everything is fine.

    This should probably be added to a FAQ or somesuch, and seems to be only a problem with NS 3.0 beta 2.

    actualy the QoS Pkt Sched is only a problem for those poeple ussing dialup modems (well it SHOULD only be fore them)
