"At akward times"? The most akward time would be around when you start attacking the enemy, so I would first point to your computer.
If your frame rates are dropping like rocks after you spot an enemy, then your computer likely isn't able to handle the graphics under your settings. Slow frame rates can cause loss if your computer has to devote too much of its resources to putting the next frame on the screen.
I would reccommend changing your video card settings to OpenGL, and then fiddle with the resolution a bit. If you have replacement models, revert to the original models, which usually have a lower polygon count. If you have the original models in place and things are still going wrong, then consider finding low-poly models. If still nothing is working, then you either have a different problem, need a new video card, or need a new computer.

I only noticed fps drop with the last patch on one of the co maps....dont remeber which one, but its the one where near marine start theres a corridor thats lit blue with bunch of archs i think...

It happened twice on co_ulysses in the corridor between alien start and marine start, and once in another map, but I can't remember which.

As psychotic suggested, try playing with your settings. If your already in OpenGL mode, try turning V-Sync on your video card off.
type "rate" in console, it should be set at 2500 or something
then type "rate 9999"
if that doesn't fix it then i don't know what i'm talking about

I've experienced the drop on 2 different CO maps. It happened twice on co_ulysses in the corridor between alien start and marine start, and once in another map, but I can't remember which.
Having any of these set too high or too low can cause muchos laggos.
