Major Lag Or Something Since Beta 3 Installed

Everything was fine and dandy until I installed 3.0 beta 3 for NS. I had previously been using beta 1 and then beta 2, and everything was fine. I am playing it through Steam, through the halflife retail client.
Now when I go to play on a server something happens where it sort of freezes mid-game, except that I can still move my mouse and look around, but I can't go forward or backward and everyone is "jogging" in place like when there is connection problems. Then it will "jump" back into action and I will have gotten shot or something while this was going on.
Other times I am playing it it just majorly lags where I get maybe 1 frame per second, then it's fine for about 5 seconds, and then has a big lag pocket thingy again.
When this is happening I hit tab, sometimes it shows my ping as 29, 35, 32, etc normal stuff. Occasionlly it shows my ping at around 1500, up to 8000, where I never got this kind of ping before. It happens on every single server I have tried, exactly the same every time, and I hae tried dozens over the course of 4 days.
I checked the video settings, they are identical to how I had them before. It's running in OpenGL, 640x480. I also tried defragging my system and that did not work. I am not sure what to do, so if anyone has any idea what could be causing this please let me know. I'm not running EAX. Here are some of my system specs:
AMD Athlon Processor 1.24 GHz
2 512 sticks of ddr ram

Click Steam, Settings, Internet and then choose the correct connection speed.
That shuld solve it.
