How Do You Use Bugtracker

<div class="IPBDescription">Help</div> Hi, im just wondering how you get into the bug tracker list, because several times a bug is reported, and someone gives a link to the bug database indicating it was already found. I try to go in it to see what bugs have already been found, and it says i need to log in. But i dont see any place to register.
