A.) Yes you need steam. This new version is pretty much all steam. Though there is a way to use WON, but WON is still online play...

    B.) Without INTERNET??

NS is a multiplayer game. You can play it with BOTS, for about 2 seconds, then you get bored of the bots doing the same bloody thing over and over. Basically, if you can't play NS online, you really have no reasonable options available to you... Don't do it, it's just not worth it.

if you want to play natural selection 3.0 on the old halflife, you can just copy the nsp folder into the valve directory on the old halflfie and play that way. its not perfect but it plays just fine if you need to play on lan.

Steam does intend to allow LAN play without all of the client PCs having internet access. However, ATM, it is not available. No date given yet, but I would pressume sometime in June-ish

I dont know about the internet access part, but I do know that they will not allow one CD-key for multiple users in a LAN; because of greedy internetcafé hosts who don't want to pay the fee(is the cafe one a monthly fee?).
