Gamm And Brightness Problems

I know I posted one in Tech Support, but I need a solution to this problem asap. Since more people view this forum than the Tech Support, I'm posting it again in here.
Ok, the problem is that when I join different servers, my gamma and contrast and brightness vary. They change from normal(the one I used to have all the time before the steam update) to foggy black(I can see things barely like there is a black fog in front of my screen). I don't know why I am having these changes in gamma and brightness but I haven't touched any configs in Half-Life or my card settings.
In relation to this problem, my rate will change to 1500 when it is set at 30000 and my config is set to 'Read-Only'
My video card is a Radeon 9600 128mb.
