I had my Mic key set to "backspace". That caused it to be very choppy.

Go into a server and stay in the readroom. Pull down you counsel and type "voice_loopback 1" hit enter. This will let you hear yourself talk. Type "voice_loopback 0" to turn it off. Play with your settings and keys until you sound good.

I had the same problem, just bought a Plantronics Audio .90 (the #1 headset you can get) and was stunned to find out there was a lot of "background noise" when I talked, and I was in my basement with no one home so this was not possible. I've tried many solutions but found that if you plug the mic into the main Audio Jack in the back of your PC instead of the quick-acces Jack in the front AND turn off any satellite speakers the noise will be redused. I can not verify this (as it has worked sometimes even when i didnt do this) but it seems to work most of the time. It could be intereference in general, check that your headset is not tangled in with too many wires.
