A bit of work and only possible on isolated places, but hurting it toggles it to the next animation. So a series of explosions going off at the start of the round next to a cylcer placed in a glass box could get it to the right animation. I once actually made an elaborate system of env_lasers repeatedly shooting at a cycler at spots where only the proper animation didn't come.
You're probably better off just creating a custom model with only the intended animation. Haven't got the slightest idea how to, but should be very simple for someone with animation/modeling experience. This does mean you'll have to distribute a custom model with your map, but with a .res file that shouldn't be too much of a problem.
