In sound recorder, go to Properties-> Change Format
Change to 22hz, 8-bit sound. You'll lose a tiny bit of quality but the file size will shrink to about 250kb. Much easier on your PC that way.

sure, i just need a source sound/track/clip (mp3, ogg, wav, etc), the time the 'clip' you want occurs, and any effects you want (this one uses fadeout)
