In terms of the backstory, we're only a few months into the war: The frontiersmen are still improvising their technology to accomondate for the Kharaa, which are themselves still evolving based on the relatively sparse encounters with their new opponents. As Flayra said on UWEs frontpage: NS is first contact.
A victory or other solution of the conflict is still in the far future.

Though I think it's more like few years into the war, rather than a few months. Because they cant really get all the data and information on the Kharaa thay they have in the 'world' section in such a short time. Plus, read the backstory for Origin, and that kinda went on for at least half a year.
