Um I think that right now lerks are good enough, anyways you dont see a hawk diving at its prey and comming up backwards :/ it just acends forwards. Lerks are like hawks but with larger teeth
It's a bug that arose sometime around the public beta release. I know this because I received an email from Flayra when I was concerned about some issues.(Most notably, the iability for lerks to take evasive action)
Sadly, it is in my mailbox, and so shall remain.....my preeeeecciooooouuuuusss.....
Just kidding.

A celerity/regen lerk can easily take down a hmg/JPer before he gets to a hive. In combat lerks wipe the floor with level 10 jpers.
The lerk sucks in NS early game, you can't bite and fly, and not flying when attacking a marine is suicidal due to your EXTREME fragility at hive 1 without MC first, you can spore them but they will take pot shots at you, so unless your in a vent your basically useless until hive 2. Lerk HP at hive 1: 185, 2 marines can easily slaughter you with LMG, and if they run out of ammo, pistol.
Lerks in combat fit their role perfectly, because they can upgrade 'abuse'. Trust me, NS and Combat need to be indivually handled for stats.
Fact: Lerks were given the ability to fly backwards late in the closed beta. The fact that it's gone now is, by all accounts, a bug.
That said, it wasn't very useful anyway. Very hard to stop forward motion and start moving backwards. I never found a good use for it; theoretically it's good to shoot gas as you retreat, but it was never easy enough to do to be helpful when you're actually in danger.
If you know the map well, you can easily go backwards without hitting anything. Gorges do it all the time, retreating backwards and spitting at me. I'm sure lerks would fly backwards and give a parting shot of spores if they could.

'Lerk flying backwards not working' <b>is</b> in the buglist. Hence it's due to be replaced, once it's working correctly again.
Why the hell would you want to anyway? You're either :
A) Running away (should be facing away and looking where you're going)
or
B) Swooping in for a bite, in which case backwards is something that should happen to other people.
