This will teach you XHTML. Then all you need is Microsoft Notepad to write HTML. I use <a href='http://www.textpad.com/' target='_blank'>Textpad</a> for my designing, as it highlights different sections of code to error check.

WYSIWYG (What You See Is What You Get) editors are great for new users... but they can severely hinder you in the design process. The coding is usually pretty horrible. It can cause the page to take a long time to load, is usually not standards compliant, and may not work on any browser other than Internet Explorer.
However, if you are in need of such a program, Macromedia Dreamwaver MX is your best choice. It is not free.
WebAttack (now SnapFiles) does have some freeware WYSIWYG editors, but they are probably rather weak and restrictive. I wouldn't bother with them, but I can't exactly stop you from doing so, can I?!

My advice to you is learn the languages of XHTML and CSS. It does not take a long time to do so, and will only benefit you in the long run. Do not rely on WYSIWYG editors!
You might receive better feedback on your editor request if you consider putting up job requirements and/or the subject matter with which the website will be dealing.
