As you may have noticed there is no Commander in co games, this means marines are responsible for getting their own upgrades.

This is done by getting experience (to get experience stand near teammates while they kill or get kills yourself) once you have gianed a level (denoted by a +1 at the bottom middle of the screen), use the right-click menu to select an upgrade.

As someone else mentioned you need armour 2 + 2 levels to select either JP/HA..
