In my map, skulks cant climb the ladders, the just stutter around. what do i have to change to let them clib up, too?

Put a clip brush over it.

Edit: Umm, i can´t find a clip brush. Do you mean skip?

Nope, definitely clip. It should bt zhlt.wad which should be in the folder with the compile tools - if you can't find it, just make a new texture in Wally and call it "clip", the name is the only important thing as far as the compiler is concerned.

Try halflife.wad? It should definitely be in one of the stock wads, it's not a special texture or anything. If you have Steam, there is a guide somewhere on how to extract halflife.wad from Steam's cache.

Silicon, what if a marine was at the top and wanted to climb down? Wouldn't he just fall off then?
