Display Problems

Firstly 'Hi', this is my first post on the Natural Selection forums.
I read through the pinned topics and couldn't quite find the solution to my problem in particular. I have quite a few computers between home and university, and this particular problem only occurs on my university computer which runs Windows Server 2003 (I am presuming the problem is linked to Win2k3).
What's the problem? Several items on my HUD don't show up and all I get is black shadows. This is what I mean:

My computer specs are:
Windows Server 2003 Enterprise Edition
Genuine Pentium 4 Processor, 2.0 Ghz
768 MB DDR RAM
ATI Radeon 9600XT Graphics Card
Generic Intel motherboard
I think that should be enough, the rest of my computer specs shouldn't matter.
I would highly appreciate any help on how to fix the above problem, thanks in advance.
EDIT: I have already tried reinstalling Steam/NS completely numerous times.
