Crash Thing

Ok after I did uncheck read only on config and created a userconfig and then restart steam then after changing the commander hotkeys and after that I clicked apply and it crashes on me. I restarted steam and did it again for like 3 more times and it crashes again. Anyone know what the problem is and how do I fix it?
