Mouse Lag

<div class="IPBDescription">it just jumps around</div> for some reason sometimes, my mouse appears to stop functioning, and then suddenly jump to the point it would have been at had it been working normally, this last for about 5 seconds, and it only tends to happen when the CPU is having to work hard, i.e. when i'm running an installer, or when i walk into a heavily turret farmed room?
it <i>might</i> be a video card thing, but i doubt it.
i <i>think</i> it may have something to do with my mouse being a USB mouse with a PS/2 adapter.
i tried switching it to the USB slot, but it wouldn't move.
any help would be much appreciated.
