Cannot Join Servers With Mp_consistency 1

<div class="IPBDescription">I'm about to go insane here</div> I cant join any server with mp_consistency enabled. It stops me from connecting during "precaching resources" with this error message:
<i>You have been disconnected from server
Reason: Bad file Server is enforcing consistency for file player/pl_pain7.wav</i>
This is the exact error message, no more information about the directory where pl_pain7.wav might be.
Now, I have uninstalled ns, half life, AND steam at one time. Rebooted, installed all of them with their respective patches, restarted and tried connecting again. I still receive the error regardless. The only thing I havent done is taking a pl_pain7.wav from counterstrike (the only hl mod that uses that file, as far as i can see) and putting it in the nsp\sounds\player\ folder.
I used to have a custom LMG model, but I had deleted that after my first connection attempt to a mp_consistency 1 server. I replaced that with a standard model, then the new error about pl_pain7.wav popped up. Then I reinstalled everything, still to no effect. Joining servers without mp_consistency is not an option. I want to be able to for clan and scrim purposes.
