Download it, install it, and make sure everything is configed properly. then install ns.

Or if you are one of those bad, bad, bad gamers who don't have a legal copy of HL, then you just need to TRY to install steam. That will create the files and folder structure NS3 needs to install itself. Then proceed as I said before.

Also, due to the nature of steam itself its a very BAD idea to try to play NS on LAN using Steam cos:
-You need that every computer in the LAN has access to internet and a valid steam account.
-Steam does not work when using NAT (what most LANs use). So you are not probably going to be able to play in LAN with steam without tweaking LOTS of thing (that go beyond my knowledge).
