yeah in 1.0x there was this plugin with a hive in MS to stop hive-relocating and locking down the second hive. It made lockdown a bit harder by giving 3 locations to block instead of two.

Actually this is indeed some strange bug. It happened during a scrim between ^? and Co. Co's hive spawned in the middle of ^?'s marine start after both teams typed "ready". The aliens spawned in their normal location, but there was no hive with them. They noticed a big red dot was under attack in marine start and put two and two together. It didn't happen on a testing server, it happened on a scrim/match server running CD and the calns.cfg so sv_cheats was set to 0.
you can use the build_hive cheat to place hives anywhere, or the build_x commands to put buildings in the readyroom. The problem is that the moment that the building finishes the game crashes.
