New Batch Compiler Spec

<div class="IPBDescription">in case nobody else has posted one yet</div> This is a spec file for Batch Compiler that includes p14's HLBSP -noopt switch, as well as a tab for autowad. The opt_plns tab remains for backward compatibility, but should be obsolete since plane optimization happens in HLBSP now.
