Fps And Pings On Steam

<div class="IPBDescription">How can I improve them?</div> I'd like to start by saying I'm not bashing Steam; i think it's rather good.
My problem is that my framerate and pingd are extreamly eratic when playing NS on Steam. A game will start and I'll be doing alright; ping around 50, fps steady around the upper limit. Then, when the action really starts, CRASH. Fps plummets, my ping climbs to 200 - 300+, and everything on screen appears to teleport as a result.
This is causing me some vexation. I'm wondering what, if anything, can be done to help my problem.
System specs are:
Athlon XP 1800
Winfast Geforce 4 Ti4200
256 DDR ram
7200 rpm Maxtor 80 gig hdd
OS: Windows XP Proffesional Edition
Steam: fully updated
