OK, it makes the (sometimes rather bold) assumption that the servers owners have half a brain - but honestly, if that's not the case, do you really think that a more elaborate set of rules will change anything?
there are servers out there that tolerate any type of attitude... the admins don't care - they are usually the cause of most of the problems - one of the biggest bits being racism....
if you stick it down there, no one can say they didn't get a warning. but yer, your one line sums it up pretty well!

(because experienced players hate getting harassed by newbies and nothing good ever came out of openly screaming 0Mg HaX0R!!!111one)
- Bunnyhopping is not an exploit, for help first look here <some websites>, if you still can't figure it out, ask. (bunny hopping suffers from rather severe frame rate dependence, but it is still part of the game)
- You may feel that you are a l33t clanner and naturally you allways deserve to save for early fade every single round without ever going gorge. Well, you don't. Be somewhat fair and the game will be more enjoyable for everyone.
- Blink/slash, leap/bite scripts are useless and your welcome to script away. Chances are most people do it manually and there certainly is no advantage in scripting something as mundane as this unless you suffer from arthritis. If you have trouble setting your keys up properly ask in the new player forum at <a href='http://www.natural-selection.org' target='_blank'>http://www.natural-selection.org</a> or in <some IRC channel>. (The action of these scripts is so mundane that you can learn it in 5 minutes and do it just as fast once you get your keys set up properly)

The long version:
1.) Spamming / Flooding This is NOT "medspam", continous sporing or something like that. We're talking about the chat system or voice. Usually the plugins will take care of people flooding the chat. If some player decides it would be a nice thing to use those "Let's play some crappy music over voice-com"-tools an Admin will warm him and eventually mute his voice-com (player needs to restart HL to be able to use it again) or kikc him.
2.) Flaming People play to have fun. Of course they can get angry very fast if things don't turn out as they want and you will see "FU", "Oh what a lamer" and so on. To some degree this is part of the game, however if somebody is getting too personal or just won't stop whinning an admin will warn him and eventually kick him if he doesn't stop. We do not tolerate any form of racism on our server; if somebody thinks our server would be a good place to tell everybody what he thinks about any ethnic or religios group, he will find himself being banned in no time. Cheating accusations are not welcomed on our server either.
3.) Bugusing We define "bugusing" as using a bug/error in a map or NS itself to gain an advantage. Examples would be building at "irregular" locations (oven in front of feedwater on ns_bast or outside the cockpit on ns_nancy are example from earlier versions). Depending on the impact on the game an admin will decide what action is neccessary to take.
4.) Readyroom idling / Player AFK Depending on the number of players on the server an admin will kick players that are AFK or do not join a team. Admins will make sure the last slot is not blocked by somebody AFK hindering other players to join the server. Regulars that say they will be AFK for a while have a higher tolerance before they get kicked because we know they are active players in general.
5.) Spectators In general spectating is only allowed for admins, however there are situations where we would allow other players to spectate (for example if a member of a clan wants o see their new trail in action we will most likely grant him access to spectator mode).
6.) Teamstacking In general teamstacking at the beginning of the round is almost impossible (mp_limitteams 1), however admins will have an eye on players stacking teams leading to team having the same players every round ("skill-stacking") and can assign everyone to a random team at the beginning to give the teams some variation. Should teams become imbalanced during a round the admins will decide if the game is still in a stage where both teams have a chance to win and (should that be the case) move a player other to the other team. If a game is already decided (HA train marching to the last hive etc.) admins will not move players because it would be unfair for a player to have worked for victory and then become part of the loosing team in hte last minute because somebody else decides to leave.
7.) Counterproductive behavior / FF So what exactly is "counterproductive behavior"? In general it could be described as "Players that behave in a way that intentionally hurts his team is acting counterproductive". Admins will have to decide if a player is acting that way intentionally or simple doesn't know better. Usually an admin will ask the player to stop his behavior and only act if the player doesn't follow the request. Examples for counterproductive behaviour are building chambers on res nodes, building piles of DCs somewhere in a vent on the far end of the map in order to prolong the round when the hive goes down or abusing Friendly Fire. In battle teamkills can happen from time to time, that's part of the game when FF is on. Nobody will be kicked/banned for accidently killing a teammate. All we ask for is for people to be polite and say "sorry" or soemthing and everything's fine. However we will not tolerate players that abuse FF by intentionally killing teammates, killing structures etc. These players will be warned and kicked/banned.
8.) Offending nicknames This is part of the "flaming" rules more or less. Players with names like "I_burn_n1gg3rz", "Adolf Hitler", "bend over - my dong is 1 meter" (yes, we actually had a player with that name a while ago...) or something like that will be asked to change their nickname and get kickedif they do not follow our request. However there are situations when a nickname that people might consider offensive is an inside joke. I such cases we will not take any action because we know our player community understands the meaning of that nick and is not offended.
9.) Final notes These "rules" are more or less guidelines for our admins. If there is something missing in these rules but everybody with half a brain knows that it doesn't belong into NS, admins will act accordingly. In general "the admin is always right" - if a player thinks he has been treated unfair he can contact us via mail, irc or our forum.
So that's pretty much it.. in general we have a policy to "act as rarely as possible and as strickt as neccessary". We consider our rules to be fair and the general atmosphere on or server to be friendly. We had one player complaining about "admin abuse" so far - and it turned out that he was banned for killing the aliens hive as Onos.

Plugins/Mods 1) Unchained Chambers - I think it's a sweet plugin. 2) Res balancer - I love large games, this helps make them fair. 3) Wave-spawn plugin. Natch. 4) C-D Optional 5) AFK kicker (60 seconds) 6) Awards Plugin
Rules: 1) You must know the basics of the game. 2) Be nice to newbies. 3) No whining. Period. It's a kickable offense. Don't like it? Leave. 4) No 'H4X0R' accusations. Save it for the forums. You must have a demo & Steam ID. 5) Any form of lame behavior (CC blocking, spawncamping, etc.) is a 1 week temp-ban. 6) No delaying the game. If you're the last one alive with no hope of a comeback, give up or use /kill. This includes 'no bunkering.' 7) No voice/chat spam. Ever. 8) No offending nicknames. (Up to admins to decide if 'offending') 9) No scripts.
i disagree lagger, I really, really dont believe that it is possible to have a stong consistent ns server without stong consistent rules adminned by strong admins.
Stacking wouldn't be an issue, as I'd have autobalance.

~ Cursing allowed, no racist slurs ~ Cybersex encouraged ~ Bhop, jumpduck scripts allowed, client side weapon switch will net you a ban, also all other popular fade scripts disallowed ~ The following clans and members of these organizations will be banned on sight: *** *** **** ** blah blah etc ~ Comm does not count as a player - teams must be arranged accordingly ~ Repeatedly eating marines when one hit will kill results in kick ~ Intentional struct blocking = bannnnnn ~ Those reasonably suspected of hacking will be banned, as my idea of fun is catching a hacker, then go spec only to have him toggle off his hack. That's how it happens 99% of the time and why we see so few hackers caught. ~ Anyone caught votemapping for co_ maps gets a warning, then ban ~ No aliasing under NSPlayer if you're halfway decent. It's irritating, and too many higher-ups hack or lame it up under default names. Therefore, anyone going 17-1 as NSPlayer = banzord ~ "That app that lets you play music over voice" is tolerated, so long as the comm isn't being bothered. Examples for counterproductive behaviour are building chambers on res nodes, building piles of DCs somewhere in a vent on the far end of the map in order to prolong the round when the hive goes down or abusing Friendly Fire.
In battle teamkills can happen from time to time, that's part of the game when FF is on. Nobody will be kicked/banned for accidently killing a teammate. All we ask for is for people to be polite and say "sorry" or soemthing and everything's fine. However we will not tolerate players that abuse FF by intentionally killing teammates, killing structures etc. These players will be warned and kicked/banned.
8.) Offending nicknames
This is part of the "flaming" rules more or less. Players with names like "I_burn_n1gg3rz", "Adolf Hitler", "bend over - my dong is 1 meter" (yes, we actually had a player with that name a while ago...) or something like that will be asked to change their nickname and get kickedif they do not follow our request. However there are situations when a nickname that people might consider offensive is an inside joke. I such cases we will not take any action because we know our player community understands the meaning of that nick and is not offended.
9.) Final notes
These "rules" are more or less guidelines for our admins. If there is something missing in these rules but everybody with half a brain knows that it doesn't belong into NS, admins will act accordingly. In general "the admin is always right" - if a player thinks he has been treated unfair he can contact us via mail, irc or our forum.
So that's pretty much it.. in general we have a policy to "act as rarely as possible and as strickt as neccessary". We consider our rules to be fair and the general atmosphere on or server to be friendly. We had one player complaining about "admin abuse" so far - and it turned out that he was banned for killing the aliens hive as Onos.

- no cheat accusations, ever, record a demo zip/rar and send to <some email adress> or visit <some IRC channel>. If you feel irritable and unable to controll your attitude, leave. - Bunnyhopping is not an exploit, for help first look here <some websites>, if you still can't figure it out, ask. (bunny hopping suffers from rather severe frame rate dependence, but it is still part of the game)
- You may feel that you are a l33t clanner and naturally you allways deserve to save for early fade every single round without ever going gorge. Well, you don't. Be somewhat fair and the game will be more enjoyable for everyone.
- Blink/slash, leap/bite scripts are useless and your welcome to script away. Chances are most people do it manually and there certainly is no advantage in scripting something as mundane as this unless you suffer from arthritis. If you have trouble setting your keys up properly ask in the new player forum at <a href='http://www.natural-selection.org' target='_blank'>http://www.natural-selection.org</a> or in <some IRC channel>. (The action of these scripts is so mundane that you can learn it in 5 minutes and do it just as fast once you get your keys set up properly)
-RTFM, you are expected to know the basics. (no one likes playing with complete and utter newbies)
-Be nice to newbies so long as they at least grasp the very basics otherwise tell them kindly to go read the manual. (newbies don't like being yelled at)

6) No delaying the game. If you're the last one alive with no hope of a comeback, give up or use /kill. This includes 'no bunkering.'

I'd prefer people go random, but there are reasons more complicated than I care to kvetch about why I believe you shouldn't force people to do so. You just don't do that on a pub.

~ "That app that lets you play music over voice" is tolerated, so long as the comm isn't being bothered. Might look into a plugin that lets the comm mute players
~ Clanners intentionally stacking into the same team = warning then kick. This is entirely unacceptable and lame, especially when done on someone else's server.
~ Any comm putting 2 IPs down within the first 30 seconds will get a stern talking to on voice, in the form of cybar sex
