Well I see you all missed the point of my post entirely.. first off the 'looking at the floor method' will not help you dodge but you can get much better speeds that 400. You're just going to have to take my word for that and I cant be arsed to argue about the skill or lack of after this. I would rather see skulks bhopping down a hallway super fast and take out two marines at the end rather than seeing some skulk running straight at them.
Tilting your view at the ground at a certain degree does not let you bhop any better. I've tested this, you can actually look straight up or straight down, and the exact same movements will do the exact same thing, granted you know the map.

Skulk bhopping is easy once you get used to holding the crouch key in~ It's grade school math compared to TFC bhopping where practically every pro has to use a _special script to do it consistently, and then the 170% cap hits you like a ton of bricks unless you're a scout
Keep bhopping in, it's not like a hopping skulk is going to rape you unless it has silence
I think a better question is whether or not skulks -should- have smaller hitboxes and greatly increased speed, simply by typing a code into the keyboard. That's effectively what it is. That people have deemed it a 'skill' is irrelevant, it's a flaw and exploit in the mechanics of the game that probably needs to be fixed, unless our dear developers decide that it is something that they find 'fair'.
Aliens generally (and skulks in particular) aren't a 'run up in your face' team to play, rather emphasizing hit and run tactics, speed and stealth, ambush traps, and taking advantage of prey that has split off from the pack. At least in pubs, I don't see Aliens working together beyond a gorge using healspray. Aliens would be scary if they learned how to work together without a Comm in doing the aforementioned. A couple skulks can cause plenty of havoc with small teams of marines if they catch them by surprise. Silenced skulks can probably even follow marines on the move (that, oddly, rarely check where they've been as compared to where they are going).
