Problems With Pings

<div class="IPBDescription">Extreme fluctuation</div> I'm not really sure where to ask this, but as NS is the only HL mod I play, I'll throw it open to the community here.
My pings in NS fluctuate to a massive degree. I usually get pings between 30 - 70 on local servers, but as soon as the action starts, it jumps. It will soar to 400+, jump down to around 200, and keep swinging wildly. In net_graph my downloads swings between 70kb and 700! Nothing is steady; everything flutuates wildly. Gameplay suffers greatly as a result; in fact NS for me right now is almost unplayable.
My FPS sits fine at 60 (for some reason even though my moniter is set to 85 hertz, HL won't go higher than 60 FPS), and during these ping spikes it doesn't change.
My system specs are as follows:
Athlon XP 1800
Winfast GeForce 4 Ti4200
256 DDR ram
7200 Maxtor hdd
My internet connection is a 1500kbit/sec ADSL line.

Edit: I don't think the above will affect ping, but given you are at the level you are I hate to suggest looking at your steam internet settings so I won't.

Also make sure you have run spybot S&D and Adware 6.0. You can get both at cnet.com for free, and recommend you run both.
Unfortunatly I really don't know what that all means. Also, Afr, I'm unsure as to what "rates" you are refering to. Moniter refresh rates?

If that doesn't fix your problem, theres another thing you can try, but only if you're running Windows XP. Go to your network neighbourhood. Go to the properties of your internet connection and there should be a list of protocols like TCP/IP. Look for one called QoS. This is a 'reliability' protocol courtesy of Microsoft. Turning it off made a great deal of difference for me and I've had no ill effects. Just untick the box beside it and click OK.

Man I feel like an idiot. When I installed Steam, I told it that my connection was T1>Lan. So of course it interpreted that as 28k modem. I changed it in settings and everything is sweet now. I can't believe it was something as simple as this.
