I can scrape a good performance with 20 fps.

I play on a 6 year old dell and still manage to Bhop quite nicely. The timeing is a little awkward, but it's still not all that difficult.
Oh, and yes. Everyone can hack, too. Thanks for being completly irrelivent, as that has nothing to do with the discussion or bhopping for that matter.
And while it is map dependant, rines tend to have the early game advantage.
