Help With Lag Issue

<div class="IPBDescription">cl_flushentity</div> Alright, I did a search on this, multiple times actually, and I only came up with one thread concerning this issue, and I tried what was suggested, that being:
Lowering rate XXXXX, cl_cmdrate, and cl_updaterate.
I keep lowering and lowering. Hell, I may have them set lower than dial up users, and I'm on cable. I have a fast computer and highspeed, yet I continue to have this problem.
Sometimes I can play a whole game with no problems, other times, every 30 seconds or so I lag out for a good 5 seconds. Typically when in battle :-/
Is there -anything- else that can be changed? What about editing the config.sys file?
Suggestions? Tips? Please help, this absolutely -sucks- because I really can't play at all once this starts.

Tried shutting down un-need processes. Here is a site that has good suggestions:

In your Network connection try turning off QoS Packet Scheduler.
Start with those and see how it goes.
rate, cl_cmdrate, and cl_updaterate should be HIGH, not low.
There is no config.sys file; it's config.cfg. It would be worth trying renaming it (eg config.old,) then running ns. This will cause steam to make a new config with default values. See if lag still occurs.
Lag when you are near other players is more suggestive of a graphics card issue, unless you are running a slow cable connection.
If you're connecting under low cable speeds, dont set fps_max to 100. It takes more bandwidth to transmit that many frames a second and will only cause you to choke (especially in heavy situations, such as around lots of players.)
AFAIK, the tpyical cable speed is 150kbs-1, running at 100fps may cause choke at this speed. Anything in excess of 250kbs-1 should be fine. (Lots of educated guestimation there.)
