With encryption you can prevent other users from accessing the data. Even if the other user reinstalls windows. You should play around a bit (create a dummy account with admin rights) and see if you can delete it.
Or you can try the <b>really sneaky </b>approach.
1. Place all of your important data into a single folder or uncompressed zip (rar even). 2. Write a small program (less than a page) that 'opens' this file and locks it (opening it should lock it by default) 3. configure windows to run this program on startup (simple registry hack) 4. Give the program a nonconspicuous name such as windows32.exe
Now, when this program runs it will lock your data and windows should prevent any access to this file (other than read) while the locking program is running. It is highly unlikely your brother would realize that windows32.exe is the process that is causing the file lock.
Whenever you want to delete/move data all you have to do is terminate the process (or better yet, give it the command to release the filestream)

Why don't you send it to a Gmail account? Break it up into pieces the size of GMail's max attatchment size and mail them to yourself. Is that an option, or are the files too big?

Easy way: Create a few dos batch files that rename a folder to something with high ascii characters.. Anything that you wouldnt normally see will do. Explorer chokes on em, and cant do ANYTHING with them.. Just keep those on a floppy. Theres actually COMMERCIAL SOFTWARE that does this, but dont bother with it.
Theres another more evil way, but I dont want to go into it on public forums, for fear it will be patched.. its actually a windows bug.

a friend and i did this to an entire computer room in highschool. plain blue backgrounds, no icons (school standard desktop) and a notepad window in middle of screen.
we did the printscreen thing and made taskbar disappear.... omg so funny when all the nubs can't go look for games or porn (or do schoolwork even... muahaha)
another fun thing if you've got 2 pc's facing away from each other (at a lan perhaps?) is to swap their rat and keyboards over so you are controlling the 'other' pc while it's owner/user watches you do stupid things like mash ctrl+alt+delete (they panic enough when the kb/rat dont respond.... then when it restarts sudenly, muahahaha!)
honestly though comprox if you're bigger than he is just beat his **** and delete all his stuff, then change the password on his account (or disable it, either works well)
another evil trick is to boot knoppix off a cd and leave it running (smart-arses generally dont know linux very well, and using knoppix means when you take cd out and reboot you're back in windows....)

I suppose the best way to hide to files would be to zip them, change the extensions to .dll/.sys/.<important file suffix here> and move them to a folder named 'backup' in the Windows folder.
