Offline Mode Help?

I have posted stuff about this on the steam forums but haven't heard anything yet...I hope I can get some help here...
My friends and I are trying to play large games of NS in offline mode at our local community college (long story, suffice to say we have a constant internet connection but don't want to use it because our bandwidth is tracked and we are limited in our usage)
Whenever we try to connect to our LAN servers in offline mode Steam still insists on trying to connect to the steam servers (at IP 69.28.x.x, I think). When it does this it gives us an error about our ID ticket being expired and when we try to put in our passwords like it asks it crashes steam!
Basically I just need to know if there is any way to keep steam from trying (or succeeding) in contacting the online servers at this address...I know firewall programs work (I use those on my own computer and it works fine) but we can't install any firewall programs on the college's computers.

I actually have five accounts on my own but we frequently have more than five people that want to play....I guess I am basically running a private half-life cafe out of the college's computer labs (yeah, I'm a faculty brat <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html//emoticons/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo--> ) So we could register steam accounts with these CD keys they'd send me but those steam accounts would only work in offline mode?
I'm not sure if I understood you correctly so could you please clarify?

Suggestion:
Play on nonsteam HL <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html//emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif' /><!--endemo-->
Either use 1.04 or 2.0 is you want it to work realy well
or just copy the nsp dir into your HL dir and then play (there will posibly be graphix problems)
