Bad Fps After Format

Hi, I just formatted my system. Before I had like 40-60 fps, going like 10-20 on BAD firefights, quite playable yet. Now it's down to 20 as marine and 30 as alien, dropping just when the game begins. I experience some err flickers every second or so too, like the game goes out of sync with the monitor. It's not an issue with vsync.

My pc is:
Athlon tb 1200 Mhz
384 MB ram 133 Mhz clock
radeon 9200 256 mb
sundblaster 128 pci
external usb modem


I installed the same configuration as before:

windows 2000 sp4
Dx 9.0b
Via 4 in 1 4.43
Catalyst 4.6
audio drivers from the card's cd
same cfg for ns
rage 3d radeon tweaker (made the same tweaks)


I already tried the fps guides, can't seem to remove that flicker.
The only things that were "changed" were the dx (I had 9.0a, tried 9.0b, 9.0c and 8.1, best results with 8.1 -_-) and the sp4 installation (I had sp1 before, then I updated it to sp4 by web a month before the format, now I installed w2k sp3 and updated it with the network redistributable version).

EDIT: another thing, I already put all settings on the 3d opengl tab on screen properties on high performance.

EDIT AGAIN: I see gifs flickering on the browser sometimes!!!

    Have you tried this FPS guide? Has other stuff too.

    If that doesn't help, try different (older) drivers.

    See if that helps.

    Make sure your Steam Internet connection is set properly, and you haven't set your refresh rate higher than your monitor can handle.

    I tried installing some older drivers, I got like 2-3 fps back.

    I'm on isdn, but connection is ok :/

    refresh rate on hl is 60 hz.

    Set color depth to 16-bit on half-life, turn off Anti-Aliasing and Anisotropic Filtering on Windows. Also, you can try lowering your resolution to 1024x768. (that is if it's above that)

    The problem <i>might</i> be that you are playing some custom maps as marine that don't include a minimap. I've noticed that this causes even my Radeon 9800 Pro to lose some fps, though it's not as big a drop as I used to get on my geforce 4. If a map you're playing doesn't have a minimap sprite, to make one you:<ul><li>Create a Server playing the map you want to make a minimap for</li><li>go to console and type sv_cheats 1</li><li>then type buildminimap in console</li></ul>By doing this a little gestate egg bar should appear at the bottom of the screen, and once the bar has gone all the way, a minimap has been made! Now go join that server!

    I don't play custom maps.
