IIRC some dude said live on TV something along the lines of : "I own the universe"... and they accepted it.
its not like hes gonna make money off nasa or anything if he says no you need to pay me to build theyll like send the CIA after him or something

You need available transportation to reach your land; if you can't reach it in a prompt manner - it can't belong to you.
[thus in days of yore, people who lived in England owning land in the colonies would be permitted, but people claiming land on the moon wouldn't - because they don't have an effective, reliable way to get there]
When he owns a rocket ship, and steps foot on the moon to claim it as his - then he can have whatever territory he marks out.
[edit] I'm going to go patent the wedge - any use of a wedge or obkect resembling a wedge - will need to provide me with a percentage of its sales.
This includes: ramps, knives, doorstops, chisels, wedges, slices of pie, and any other object deemed to resemble a wedge.
