Latency Issues

Greetings.
I did a search on this and tried the tweaks in the Tweak3D guide, but it didn't appear to have any effect. I was wondering if anyone else knew of any way to lower latency via console/CFG changes? Unfortunetly, I'm in an area that doesn't offer any type of high-speed internet service.
I've got a 56k modem with up-to-date drivers, run my display at 16-bit color at 800 x 600 resolution w/ highest refresh rate possible for my hardware, gForce 4 card w/ 128 megs onboard, 1.3 gig processor with 768 megs of RAM, running WinXP Pro for the OS.... I'm fairly sure that's all accurate, but I'm not at home to verify. Anyway...
It appears that I really start lagging out when there is alot of lead flying in the air during a major fight -- is there anyway to disable the bullet FXs on the LMG, HG, and Pistol via console/CFG changes? Any help would be appreciated... Thanks.

All you can do is tweak your rate settings and connect local servers... also be sure no other programs are using your bandwith...
