I Get Lag Spikes, Espaccialy When Ppl Join Server

when people join the game i get a lag spike and it lagss sooo much for like 5 minutes, here some info on my pc:
-i run a litening server, i use meta mod version umm the newest one,i have the meta modes: amx 9.3,rcbot,wichbot,lerk lift, and mm_nvg
if u noticed i use a old version of amx because my steam id is still pending (for months now and on other peeps server it shows up but im mines it doesnt, wich is anothe problem but ill talk about that in a diff post maybe...) anywayz back to the point: i use rcbot and wb bot for bots, where it works perfectly no lag spike (but resently i ahve been having those lag spikes with bots) but when people join and i mean real people not bots join the game it lags sooo much that most of them leave when they start to feel.. the lag... it only does this on natural selection and not on sven coop,half life,the specialists and counter strike. i run windows xp, i have 516 ram and alot of giga bytes, 80!!! other programs i have installed are: hlmv,game spy arcade,swiff player, adwar aware,spyware guard and spyware blaster,kazaa lite +++,world craft and more... i use internet exploror and dsl i think ummm well like 256k i think somthing liek that, i use custom models: starcraft and realism pack , but i have recently used the cel shaded pack.
please help and thanks for actually reading all that, and again PLEASE HELP ME!!!
