Internet Hiccup

<div class="IPBDescription">WHT?</div> My internet keeps 'hiccuping' every few minute. It'll just disconnect and reconnect for just a few seconds but long enough to stop steam, web pages, and chat clients. I'm at school so I just have to plug into the ethernet jack to get online and I just did a fresh install of Windows b/c I was having a lot of trouble with some other things. I'm getting quite frustrated here. Any suggestions.
I am running Zone Alarm and AVG Antivirus if that helps at all and I ran just the criticle XP updates.
Edit: Also does anybody know what winsmc is. I don't remember seeing that program before when I had the firewall set up and I'm not sure what it is but it keeps trying to connect. I also ran adaware and a full antivirus scan but haven't found anything so far.
Only on a computer would you have to do SO much work just to get back to where you were.

I'd say that most likely its a virus/trojan. Have you tried <a href='http://housecall.antivirus.com/housecall/start_corp.asp' target='_blank'>Trend Micros online scan</a>? It usually catches things that all my virus programs don't.
