Hl Cdkey Locked By Steam

My [older, mind you] brother, about a year or so ago decided to register our only HL cd key into a steam account... not knowing/caring about the cd key locking factor, he registered with fake details, locked the cd key, and couldn't remember the password... His account has a fake email, fake name, fake everything... gah.
I tried re-registering, didn't work [cd key already used]. I waited 6 months, tried again [didn't work]... I sent an email to Steam, but it didn't get replied to [for all i know, it didn't get read]... Any tips on getting the CD key back/unlocked? If need be i could probably take a photo of the case with the cd key on it...
I also have CS:CZ [got it with my radeon 9800 pro]... could/does this work as a general HL/steam cd key?

Guess I'll have to start with the e-mails then. I've just taken photos of the CD and key, and no ways am I sending the CD key all the way to the States, particularly if they won't return it. (I could always lie and say that I sent it two months ago and it's probably gotten lost in the post now. Ooh, I'm a sneaky bastard.)
I tried to register a new account and shiz, but with the new way of cd key goes through, that must pass before you dl anything. SO i entered my cd key and tried to register it for my account it went through it said, Steam Servers Are Busy Try again Later. I hit ok. So i tried again 5 minutes later with the same CD Key. BAM its used by another account this time. And i cant play hl. Same with my second cd key
