Engines Free For Modification

Which engines out there [FPS, top-down [theme hospital type-game], etc] are free to modify and distribute?

I.e Quake, so long as you make your own media files [models, textures, sounds] is free to mod and you can put the entire game as a single file, which makes it easier to control and you have a larger playerbase option because it's not limited to people who have bought or will buy the game.

I'm looking for different engines like that... including a top-down game like "Evil Genius" or "Theme Hospital", you know what i mean. Anything really, that I can google and check out.

    I was gunna suggest the Unreal engine, but after reading that it's for a top down game.. I have no idea

    It doesn't have to be a top-down engine, it could be FPS as well. I'm just looking for something as recent as possible, I guess.

    I think quake 2 engine can be modded for top-down views. Someone's doing a <a href='http://ufo.myexp.de/?id=about' target='_blank'>pretty spiffy x-com</a> game on it and it looks quite pretty.

    Quake 3 source might be released this Christmas. That's guranteed to be the most advanced open source engine out there (yes even more than Tenebrae)

    Not to mention that the Tenebrae guys will probably have their way with it soon after.
