Rotating Emergency Lights. How Do You Make Them?

Ive seen these rotating emergency lights in HalfLife. For example, near emergency doors, when you open them it makes a noice and a red light on the wall turns on and it starts rotating. How do you do that? And also how do you make that ray of light?
