Considerable Lag In Ns Beta

I have the most recent release of NS v3 beta5 client running in steam. I cannot get a ping below 250 if my life depended on it. Most of the time the ping is 300-500 in the fastest servers i can find. my system:

amd 2800xp
1 gig of pc 2700
80 gig 7200 RPM WD HD
on a ShuttleX Nforce3 (i believe) chipset.
Nvidia fx5500 256 MB OC video card
samsung SyncMaster 955 df monitor

running windows xp with all available updates, most recent driver updates from shuttle. and nvidia. most recent directx from microsoft.

connected to a cable modem with 2.6 megs of bandwith.
i ping 20-60 in HL2 CS beta. and averaged 30-40 when i used to play counterstrike. My system is completely free of spy ware as shown by the most recent updated scan from adaware. I am not running any p2p software or dowloading any files. this has been happening for a while now and i am tired of it. I do not remember it ever pinging low since the most recent beta download but i could be wrong. I am at wits end, and no one seems to be able to help me so i am posting it to the pros here. can someone give me ideas. i will check back and reply so please post. thank you very much.

    a) Open Steam
    b) Click Settings
    c) Select the Internet tab
    d) Choose the correct setting for your internet speed.

    If that doesn't work, just type "rate 99999" in your NS console.

    do i have to restart steam when i make a change? so far this hasnt helped. i tried every interenet setting down to 56k and rate settings from 99999 to 20000 and that didnt help either.

    in case anyone else also was going to reply i have also tried different video modes (D3D and openGL) under resolutions from 800x600 and above.. also no change. I would never think this would help but some guy just told me it was a video thing. it is not.

    ok, tried all of that. did not work. I found that by altering my rate and cl_rate i could get the ping to lower momentarily, even down to the 40-50 range. i almost peed my pants. but a second later it would erk back up to 300-500 range. it would move 20 at a time. so i have some questions now, what is the difference between rate and cl_rate and what do they do exactly. i know cl_rate is the speed the server moves packets to me. but wouldnt it make sense if the rates automatically adjusted to the servers optimum speed? what other options can i play with and what is choke. is it better to have 100 or 0 choke? i noticed my choke would increase and decrease but didnt have a good connection with a high or low ping. it seemed random. my ping was the lowest when the rate and cl_rate were both equal and between 1500 to 3500 depending on server. and yes i experimented for about 5 minutes each on 4 diff servers.

    obviously im in for the long haul on this problem. anyone else have any ideas? oh yeah, firewall is off and IEE 802.1xx is disabled. still pinging real nice on cs beta. but i think ns is better for sure.

    it is under network connection policies by your protocols and services. and whatever it was doing on my pc it was actually making changes that increased latency. i would do something to decrease it and it would counteract everything i did. when uninstalled everything was back to normal. I was looking for anything out of place and this sure as hell was out of place and doesnt belong on my pc. if you have lag problems check this out! very important. i almost shot something while trying to fix it. good luck to everyone else.
