Timed Out?

<div class="IPBDescription">Can't connect</div> Hi guys. I had steam a while ago, but not recently. I downloaded the new version and installed, but when i try to connect to a server it freezes at precacheing resoures, then after like 5 minutes it says "Timed Out." Can you please help?
