Odd Fps Problem. Fps 1/2 My Rate

I started having an odd problem. When my monitor was set to 60, my fps would toggle between constant 60 or 30. Made no sense, always half.
So I raised monitor to 75, then it toggledd 75 and 37..
So I tried 85 hertz, and now stays at 42fps.
Its smooth, but cmon, thats half my joint. What gives.
and if i turn off vsync, i obviously shoot up to 80-90
