Ok, so dude messages me on IRC, complaining about troubles with his computer, including massive difficulties with webpages. They only show up after copious refreshing, and needless to say this is hell for posting on forums. So he asks me to post this for him. Without further ado:

Once Windows XP was live, I installed both AVG (set autoprotect) and SpyBot search and destroy. Once these things had protected my system, I plugged in the connection, got on and started getting all my updates for windows (SP1 and all subsequent updates - not SP2).
After the reformat my connection has been... pants. It's a shared connection and everyone else on it says it's just fine. For me? It takes about 60 refreshes for a page to show up, and even then it loads slowly. I even tried to connect to our VPN, which is usually more reliable and even faster then the regular connect. No success.
I've only recently just noticed that copy-pasting doens't work at all too. During my reformat and updating, the only thing I noticed out of the oridnary was that Spybot was finding something called 'e.exe'. This was supposedly part of the Windows Updater. But I'd never even seen it before.
So what is this? Googling this scenario is impossible, and I've run various connection wizards and such trying to restore a decent connection. The only thing that works somewhat well is IRC. HELP MEH!</i>
Also, this just in:
<i>When accessing (or trying to) my connection properties, a wonderful box saying 'An unexpected error has occured' pops up. Yay!</i>

Remember that Windows XP has it's own built in firewall. He might have simply forgotten to turn it off.
The only possible thing I could think of would be the MSBLAST worm, but aside from wacky internet access issues, I don't have any other symptoms (posting this now from my own computer - internet right this moment is connecting fine... give it an hour and it'll be screwed up). AVG should also have found it.
Like I described to lolfighter, it's like I have huge massive packetloss... but that doesn't explain why IRC operates without issues (sometimes it has trouble connecting, but only needs a couple retrys. Text and such are lag-free)
