No. Buy a Freeloader boot disc or an Action Replay, and Google the name of the title you want to import and "Freeloader" to check if it's compatible.

Don't you have Amazon on your rock? It's about £10 over here.
Can't find MGS on the verified website (http://www.chrismarshall.net/freeloader/), but a trip to NTSC-UK reveals this:
