Insane Ping Behaviour

<div class="IPBDescription">see above!</div> right, long story cut vv short as i know yoru all busy, when i see a member of the oppsite team my ping shoots up to 500 from its usual 50-60 any ideas as to why, now i will have to tell you a little story the reason should become clear
one day i got a virus
the next day i formatted (this is after b5 btw so dont just blame that)
the day after i reinstalled and downloaded steam files and so forth
the day after i reinstalled NS
the day after i went to play NS and this happened
so things i have tried
firewall on and off
reinstalling NS
changed all my rates
reinstalled old versions of ns (dont ask why)
only things i can think that i aint tried is formatting again or uninstallign steam and re downloading everythign which i dont want to do as it takes as long as formatting :/
oh and another point it only does it in NS i have tried cs and DOD nither of them do it, there was another point but i forgot oh yer my choke is on average abotu 70-90 which i am sure it was 0 before
so please any help PLEASE!
