<div class="IPBDescription">Good framerate, but bad lockups</div> I get a really good framerate on NS (100 FPS), but when I go into almost any area of the map where there is a little action going on, my mouse lags, and my screen jumps from one position to another for a few seconds, then it calms down.
What could possibly be wrong?

Try defragging, scanning for spyware and scanning for viruses. Those things can cause momentary slowdowns.
Of course there's always the usual things. If you have antialiasing or anistropic filtering on, turning those off would help. You could also turn down the resolution.
Also, make sure Vsync is off.
