Relative Shortcuts

in Windows...
Hi there, I need a quick question answered and for some reason I can't get any info from google... Anyway here's my problem. I want to create a shortcut at the root of my flash drive that points to an executable in on of the folders of this flash drive. On my computer the drive shows up as F:\ but I know that on other computers its probable gonna be some other letter. So how can I make my shortcut independent from the drive letter?

If the executable is in F:\Folder\Shortcut.exe, and it should open F:\Folder\Another folder\Target.exe, then make it point to \another folder\target.exe
My wild guess.

See that made sense to me too but it fails.
Except that it would require him finding the right one to click on each time (which wouldn't be hard, but could get annoying).
