Does Commander Count As A Player?

Ok recently I was talking to a moron who thinks the commander doesn not count on the marine side so it is fair to have the teams at 7 on 5 or a similar difference. Well what I want to know is who thinks this is the stupidest thing i have ever heard. Personally I think it is. The commander is responsible for the whole team and is the most important person. I think the programmers accounted for this difference and made it so the marines are even with the one less player on the field. Who agrees and who disagrees.
