Massive Fps Drop

Well where to start... machine specs!

P4 2.6ghz 800fbs
1gig ram 3200 dual mode
radeon 9500 newest drivers (yeah its old i know)
2x160 gig maxtor disc in stripe raid
Hercules usb sound card
3com onboard 1gigbit NIC

Problem:
When i join a team my fps is running smoothly at about 85 fps, but when ever i see an enemy my fps drops to 20-50 and then stays low, about 60.
I have even tried in offline mode joining as a marine and running to the hive, same deal.
Trueform is disabled in both the driver and in my config.cfg (link later)
No custom models, sprites or sounds.

Problem started after i made a total reinstall with windows XP sp2, didnt have it before with sp1, dont know if anyone else have probs with sp2? Tested with standard HL and ricochet, problem is there too.
Tried all the tweak guides thats been made sticky but nothing helped so far.

ATI driver is maxed out for performance, used the radeon tweak program form rage3d.com.
AV is disabled, no programs beside mIRC and VT running in the background, i have tried disableing them still no gain there.

To me it looks like trueform is still running, but should not be possible, anyone got any clue to what could be wrong?

    Make sure you are using OpenGL, not Direct3D. In my experience, my 9800 Pro has only been slightly better than my Geforce3. I think that ATI products just don't run that well with HalfLife. WinXP SP2 kinda sucks, so that could be causing a problem. However, most SP2 problems are network problems, not fps problems. Are you sure VSync/AntiAliasing/AnistropicFiltering are off? What resolution are you running at?

    Well, your hardware sounds capable. Only thing that isn't somewhat high-end is your video card. But all that RAM should allow for that. All I can think of right now is to look at the FPS guides that are stickied. And you say that it happened after SP2, so maybe 9500s don't like the new service pack (no clue if this is true). From what I can tell, it seems that you only have a problem when looking at a model, which is quite weird. Best thing to do: Try reinstalling NS and your drivers. Also try the Omega drivers. They're very nice.

    Forgot to add i run opengl, 1024*768 as i did on my old win install with no probs at all.
    AA and AF is set to application preference and i dont think HL/steam uses any of them, vsync is set to allways off.

    To malevolent: tried reinstalling ns like 4 times now, but forgot about the omega drives, going to give them a try

    Ouch that was hard crash, guess i **** up the omega driver install somehow, my vgabios got corrupted somehow so had to reflash it <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html//emoticons/smile-fix.gif' border='0' style='vertical-align:middle' alt='smile-fix.gif' /><!--endemo-->

    Well just got my pc up and running again after this little incident, so going to test it out now.
