Name Change Or Account Deletion

Right now it seems to be impossible to change your account name or delete it. What if you want to choose a new name and start fresh without changing your email adress? I understand that they want to prevent account hopping, but a fresh start should be possible.

Is it possible to change my name? I must get rid of the name "rockst4r".
