Because it's a community discussion channel. There are specific channels for scrims, i.e.

Quakenet.net: #ns.search
Oh and if you wish the #ns ops to look favourably upon your requests for advertisment of said channels, I'd suggest you don't spend your time winding them up.
And incidentally, crying about how you think the world is unfair just because you can't do what you want is not a valid reason for starting a thread on these boards. Consider it a polite warning.
